On Monday evening, the Syrian Presidency issued a statement—signed by both parties—stating that an agreement had been reached to “merge all civilian and military institutions in northeastern Syria into the administration of the Syrian state, including border crossings, the airport, and oil and gas fields.”

Terms of the Agreement

The text of the agreement included agreements covering:

  • Ceasefire on all Syrian territories.
  • Guaranteeing the rights of all Syrians to representation and participation in the political process and all state institutions based on competence, regardless of their religious or ethnic backgrounds.
  • Recognition of the Kurdish community as an indigenous community in Syria and ensuring its right to citizenship and all its constitutional rights.
  • Integration of civilian and military institutions in northeastern Syria into the administration of the Syrian state, including border crossings, airports, and oil and gas fields.
  • Securing the return of all displaced Syrians to their cities and villages, and ensuring their protection by the Syrian state.
  • Supporting the Syrian state in confronting the remnants of the Assad regime and all threats targeting Syria's security and unity.
  • Rejecting calls for division, hate speech, and attempts to sow discord among all components of Syrian society.
  • The executive committees are working and striving to implement the agreement by the end of the current year.
